Insight: Running Chinese finance, a different kind of banker (Reuters)

HONG KONG/BEIJING, Oct 17 (Reuters) ? The chairman of the world's most valuable bank was once a good communist, learning from the peasants in a collectivist commune in Jiangxi province and working to raise coal production as a teenage miner in Henan during the tumult of Mao Zedong's Cultural Revolution.

Today, Jiang Jianqing has a somewhat bigger job: running the world's biggest bank, Industrial and Commercial Bank of China.

But he does the work for an annual salary that might make a hardened socialist nod with approval. He earned $150,000 in 2010, a mere 1.5 percent of Bank of America Corp CEO Brian Moynihan's estimated $10 million pay last year, and half again smaller than the $20 million Jamie Dimon was paid for running JP Morgan.

Like those of his peers at other Chinese banks, Jiang's salary has consistently fallen in the past four years, from about $240,000 in 2008, and he himself said in Hong Kong last year that he hoped his pay cheque would stop shrinking.

"We can't be paid more than the regulators who oversee us," Jiang explained last year when asked about the matter. "If the regulators have to take a pay cut, we will take a pay cut as well."

China's "Big Four" lenders are back in the spotlight as China's economy starts to absorb the impact of a global slowdown.

Last week Central Huijin, a unit of the $400 billion sovereign wealth fund China Investment Corp, began buying shares in the banks -- ICBC, China Construction Bank, Agricultural Bank of China and Bank of China -- to prop up their share prices and reassure domestic investors.

PARTY JOBS

As Jiang's example shows, China's top bank bosses are a different breed to their Western counterparts. Beneath their coiffured hair and tailored suits, the likes of CCB Chairman Guo Shuqing and ICBC's Jiang are first and foremost Communist Party members appointed to their jobs by the government.

China's biggest financial institutions fall under the supervision of the Communist Party, so the bank heads also sit on the party's Central Committee that is ultimately headed by the country's President Hu Jintao.

As China prepares for a 2012 leadership transition that will see the retirement of Hu and Premier Wen Jiabao from their party posts, many of the bankers will also see themselves rotated into new jobs.

The Party connections of the Big Four executives raise questions about who, exactly, they work for.

"Who are you trying to impress? You're not trying to impress your shareholders, you're trying to impress party seniors," says Patrick Chovanec, associate professor at Tsinghua University's School of Economics and Management in Beijing.

"After you complete your tour at a bank, you will be assigned to a new tour of duty, usually in a government posting."

That bureaucratic outlook has been fully apparent in the banks' actions over the years. Directed by the state to funnel money into government-linked companies, banks were saddled with non-performing loan ratios exceeding 20 percent by the early 2000s.

Beijing bought out most of those bad loans as the banks prepared for their public listings. They have kept a fairly clean record since, but many, including Credit Suisse and Fitch Ratings, warn that bad loans may soon start creeping up again.

LENDING SPREE

Credit Suisse analyst Sanjay Jain said in a report on Wednesday he now thinks that up to 12 percent of all of China's outstanding loans may go bad and non-performing loans may likely account for all of the banks' equity. Current NPL ratios hover at around 1 percent for the top Chinese banks.

This comes after banks went on a lending spree during the global financial crisis in 2008 and 2009, spurred on by Beijing's 4 trillion yuan ($627 billion) call to boost the economy.

Much of that money went to the railway ministry, local governments that set up financing vehicles to fund their pet projects and real estate developers.

All three are in potential trouble now, with the China's railway ministry under public pressure after a high profile train crash, local governments largely barred from borrowing from banks and property prices in danger of collapsing.

Despite all that, banks have reported strong earnings in the past year that often beat expectations. This may be a result of them putting less cash into the kitty to prepare for loans that may go sour.

"This is unlike the late 1990s when the government forced the banks to admit to a huge amount of non-performing loans. This time round, the strategy is just to not admit to NPLs," said Victor Shih, a professor at Northwestern University in Chicago who has written a book on China's financial system.

RED BUSINESSMEN

Many of the executives running China's banks may have accepted salaries their Western counterparts would disdain in return for the future political appointments that may further their influence, said Northwestern's Shih.

For example, the current governor of the Chinese central bank, Zhou Xiaochuan, and Vice Premier Wang Qishan were both previously head of CCB, the country's No.2 lender.

ICBC's Jiang is rumoured to be in the running to head China's bank regulatory commission, while CCB's Guo is tipped as possibly the next head of the central bank, of which he was previously a vice governor.

"Many of them are aspiring politicians, and being a bank CEO is merely a stepping stone in their careers," Shih said. "Thus, they are willing to accept lower pay."

Guo Shuqing, chairman of the world's No.2 lender China Construction Bank, is a philosophy graduate who completed his Master's degree in the 1980s in one of the more fashionable areas of study at that time: Marxist and Leninist theory.

His career path typifies the circuitous route of the senior Chinese bureaucrat/businessman -- he was previously vice-governor of Guizhou province, head of Central Huijin, director of the State Administration on Foreign Exchange and a deputy governor of the central bank before being named head of CCB.

Many of these executives were given their jobs after political appointments -- Guo in Guizhou and Bank of China Vice Chairman Li Lihui who was vice-governor of the southern island province of Hainan.

Others also had regulatory roles, with AgBank's low-profile Chairman Xiang Junbo having once worked at the National Audit Office and Bank of China's Li at a local branch of the country's central bank.

The irony is not lost on China-watchers, some of whom say that for all of China's claims of being a market-oriented economy, many of its biggest companies retain strong relationships with the government.

"It's all decided by the personnel department of the Communist Party," said Tsinghua's Chovanec.

"These postings should be seen as precisely that, they are postings to give them experience and put them in management roles," he said. "These are not traditional banking paths."

And unlike most other executives where job-hopping between companies is common, few top Chinese executives have ever made the jump from the world of state-backed lending to foreign-run banks or financial services companies, despite the promise of higher salaries.

"It could make a lot of sense if knows the American system," said a former senior Chinese banker who knows CCB's Guo personally.

"But I think when you're that high in the system and then have to work for a foreigner -- I don't think China's ready for that kind of switch yet."

LANDOVER, Md. - The 50-50 plays that seemed to go wrong during the Philadelphia Eagles' four-game skid went right for a change, and that's perhaps the main reason the so-called dream team of the NFC East isn't buried yet.

The Eagles finally learned how to tackle and stop the run Sunday during a 20-13 win over the Washington Redskins. Kurt Coleman celebrated his injury-induced return to the starting lineup with three interceptions. The offense overcame a thinned offensive line and gave the ball to LeSean McCoy a career-high 28 times.

But the story of the game was also told in these snapshot moments:

  • When the ball was lying on the goal line after a wayward snap, Michael Vick got to it first.
  • When McCoy lost the ball at the end of a run, he was already down.
  • When Brent Celek tipped the ball twice with defenders around him, he still made the catch - an incredible grab - while falling on his back.
  • When a pass by Vick fluttered dangerously after being tipped behind the line of scrimmage, it landed in Jeremy Maclin's hands instead of those of a defender.

"The last four games, I think we've been having a lot of things go the other team's way," center Jason Kelce said, "batted balls going into their hands and stuff like that. I think today we're starting to get a little bit of that luck shifting over back to our side."

The Eagles (2-4) raced to a 20-0 second-quarter lead and picked off Rex Grossman four times, prompting Washington coach Mike Shanahan to answer the fans' chants of "We want Beck!" by giving John Beck his first regular-season appearance since 2007.

Beck got the Redskins back into the game with a 2-yard quarterback draw to cap an 80-yard drive that pulled the Redskins within seven points with 2:44 remaining, but the Eagles ran out the clock with the tail end of a 126-yard day from McCoy, who headed to the sideline and punched coach Andy Reid in the chest in his excitement.

"He knocked the wind out of me. He got me, got a good one," Reid said. "But I don't really care. He can do anything he wants today."

Said McCoy of his stout coach: "Andy, we're like his kids. We're still young. I kind of punched him. ... A lot of cushion there."

The Redskins (3-2) were the division's surprise leaders, in front by themselves this late in the season for the first time since 1999, but now their momentum has ground to a halt - and they have a quarterback quandary to boot. Shanahan said he went with Beck because the team "needed a spark." The coach wouldn't say who will start next week's game at Carolina.

"I believe in myself, no matter if the whole stadium doesn't, the coaching staff doesn't," Grossman said. "Whatever the situation is, I believe in myself."

The Redskins also lost left guard Kory Lichtensteiger with a right knee injury that "doesn't look good," according to Shanahan. Left tackle Trent Williams has a severely sprained right ankle. Tight end Chris Cooley broke his left index finger and will need surgery.

The Eagles had already shuffled their offensive line. King Dunlap's back spasms and Jason Peters' hamstring injury left them with two healthy tackles: Winston Justice, who hadn't played a snap on offense this season, and Todd Herremans, the usual right tackle who started on the left side for the first time since he was a rookie in 2005.

Coleman got the call because safety Jarrad Page was out with a stinger. Coleman started the first three games before getting benched; now he's the first Eagles player with three interceptions in a game since Joe Scarpati in 1966.

"I wasn't getting it done, and that was apparent," Coleman said. "It was a humbling experience. God taught me a lesson, and I just worked my butt off the last couple weeks."

Vick completed 18 of 31 passes for 237 yards with one touchdown and one interception. He also ran for 54 yards on seven carries, including a 31-yard scamper on a third-and-10 after which he kicked a stray ball that nearly hit a Redskins cheerleader. He paused, holding his hand to his heart to display his remorse.

"It was very inappropriate to kick the ball. Sorry about that. I apologize to the cheerleaders," Vick said. "That was a very bad gesture, and I came out and let my emotions get the best of me."

Vick also left for two plays in the third quarter. He said he had dirt in his eyes after getting tackled at the end of a run. Vince Young filled in, making his Eagles debut, and threw an interception that gave the Redskins the ball at the 18.

Two plays later, Coleman picked off Grossman, giving Philadelphia the type of momentum swing it had been missing much of the year - as part of a win that helps take some of the heat off Reid.

"We love our coach to death, and we'll go to bat for him each and every week," Vick said. "We can be 1-13, and everything he tells us, we're going to go out and do."

Vick's interception was tipped by a lineman in the third quarter. The Eagles led the league with 15 giveaways entering the game, but Grossman's errant ways tilted the balance the other way.

"We know we have a long road to go," Coleman said. "But if we continue to play like we did today, then I think we're on way."

Notes: Philadelphia has won 10 of 12 at Washington, including a 59-28 laugher a year ago. ... McCoy is the first Eagles player score a TD in six consecutive games since Ricky Watters in 1995. McCoy is also the first in franchise history to do it in six straight at the start of a season. ... The Eagles, 30th in run defense entering the game, allowed just 42 yards rushing. ... Washington's inactives include CB Phillip Buchanon (neck) and WR Anthony Armstrong (hamstring).

Rebels: Gadhafi loyalists on brink of collapse

Libyan government forces brought more tanks into the city of Sirte on Friday to try to break the last pocket of resistance by loyalists of ousted leader Moammar Gadhafi in his home town.

The mostly untrained militia army of the National Transitional Council (NTC) has been gradually tightening its strangle-hold around Sirte for weeks in a chaotic struggle that has cost scores of lives and left thousands homeless.

It has also held up the attempt by Libya's new leaders to try to build a democratic government as they say the process will begin only after the city is captured.

NTC commanders say Gadhafi's diehard loyalists now only control an area measuring about 700 yards north to south, and around a mile east to west; a residential area of mostly apartment blocks.

The biggest obstacle to taking the town has been Gadhafi's snipers hiding in the buildings. Tanks are used to hit the buildings from close range and dislodge the snipers.

Behind the tanks, lines of pick-up trucks and scores of infantry readied for battle Friday.

Green flags, the banner of Gadhafi's 42-year rule, flew above of the buildings ahead. Gadhafi himself is believed to be hiding somewhere in the vast Libyan desert.

'They are finished'
Rebels reportedly said there were possibly as few as 100 Gadhafi loyalists left in Sirte.

"There are a hundred fighters, maybe a little more, holding us up. That is all," former dentist Salah al-Obeidi, now a rebel commander, told The Guardian newspaper.

The paper said other rebels estimated there were 200 loyalists in the city.

"They are finished. All they can do is surrender. There has been no attempt to negotiate with them. We don't negotiate with terrorists. We hear them talking on their radios. Talking about 'rats' and killing infidels," al-Obeidi told The Guardian.

Libya's de facto leader, Mustafa Abdul-Jalil, said Wednesday he expected to declare total victory in less than a week, which would pave the way for a new interim government to be named to guide the oil-rich North African nation to elections within eight months.

A senior NTC official however denied reports by other officials in the new government that Gadhafi's son Muatassim had been captured in Sirte.

Surrounded now on all sides, Gadhafi's remaining forces in Sirte can have no hope of winning the battle, but are still fighting on, inflicting dozens of casualties with rocket-propelled grenades, mortars and small arms.

One field hospital received two NTC dead and 23 wounded on Thursday. One of the dead men had been hit while taking food up to the fighters on the front line, doctors said.

'It's enough'
One NTC commander said Gadhafi's besieged forces were no longer using heavier weapons and he said they appeared to have lost their cohesion as a fighting force.

"We've noticed now they are fighting every man for himself," said Baloun Al Sharie, a field commander. "We tried to tell them it's enough and to give themselves up, but they would not."

NTC officers say Gadhafi loyalists fear reprisals if they give themselves up.

Moammar Gadhafi's family tree

Some captured fighters have been roughed up by NTC forces and Amnesty International issued a report on Wednesday saying Libya's new rulers were in danger of repeating human rights abuses commonplace during Gadhafi's rule. The NTC said it would look into the report.

Close to the center of the fighting in Sirte, government forces found 25 corpses wrapped in plastic sheets. They accused Gadhafi militias of carrying out execution-style killings. Five corpses shown to a Reuters team wore civilian clothes, had their hands tied behind their backs and gunshot wounds to the head.

But as the battle for Libya draws toward what the NTC and NATO hope will be a close, both the new government and the Western alliance which helped topple Gadhafi are looking toward a return to normality.

See what Google doodle can do today: Gumby!

Before video games, CGI and green screen ramped up animation expectations for modern youth, there was clay animation king Gumby, which is the Google doodle du jour, celebrating?what would have been the 90th birthday of his creator, Art Clokey.?

Greeting visitors to the Google home page today (or for some abroad, last night) is that fabulously flexible green thingy, asking ?practically begging ???you to click on the balls of clay around him and after that big "G" block above the search box. And when you do, Gumby's cohorts come to life: Blockheads, Prickle, Goo, Gumby, and pony pal Pokey.

While we appreciate all the work it takes to create a piece of clay animation, do you know how hard it is to take a screen capture of it in motion, especially when they bounce back so fast into balls of clay?

Clokey, a Detroit native, died in January 2010 at the age of 88. But as is the trend with doodles, his life and work live on in these interpretative tributes.?

An obituary of Clokey gives a little background for those who might not be familiar with the evolution of his famous high pitched voice creation.

Gumby grew out of a student project Clokey produced at the University of Southern California in the early 1950s called "Gumbasia."

That led to his making shorts featuring Gumby and his horse friend Pokey for the "Howdy Doody Show" and several series through the years.

He said he based Gumby's swooping head on the cowlick hairdo of his father, who died in a car accident when Clokey was a boy. And Clokey's wife suggested he give Gumby the body of a gingerbread man.

Jan. 10: Animator Art Clokey, whose creation Gumby became a pop culture phenomenon through decades of toys, revivals and satires, dies at 88. KSBY's Monica Quintero reports.

Over the years, Clokey's star, this legend, has made many cameos in popular culture. One of his most memorable iterations: Eddie Murphy on "Saturday Night Live." While not the most wholesome representation of the big and bendy fellow, it's certainly one of the funniest.
